Presentation Summary of SOFIHDES
SOFIHDES is a private development finance corporation, founded in March 1983, with the primaryobjective of contributing to economic development of Haiti, through the investments in productivesectors such as: industry, agribusiness, tourism, communication, transportation, construction,technologies, handicraft, etc. It was established with a private equity of US $ 1 million. Its stockholders’equity, as of September 30, 2004 was US$ 3.415 million.
At the beginning of its operations, SOFIHDES benefited a long-term loan from USAID as well as a grantfor technical assistance, for a total of 10 million US dollars. The loan has been totally reimbursed. In 1995 and 1998, SOFIHDES also obtained two loans from European Development Bank (EIB), for a totalamount of 8 million euros. This loan is also current and is been repaid on a regular basis.
SOFIHDES is not a commercial bank and as such is not authorized to receive deposits. Our corporationhas to finance its operations through credit obtained from local or multilateral institutions. Besides USAID and EIB’s financing, our corporation gets part of its funding from Haitian commercial banks oruses the discount facility offered by Industrial Development Fund (IDF), a publicly-owned developmentfinance corporation.
The law authorizes SOFIHDES to receive grants andissue bonds.
SOFIHDES is willing to contribute to:

Frantz Bernard Craan
Chairman of the Board of Directors
Mr. Frantz Bernard Craan, Chairman of the Board is a graduate of the Escuela de Nuevas Profesiones Madrid, Spain. He earned a degree in Business Administration with marketing option. He was the Vice-President and Chief Financial Officer of one of the biggest mango export company in Haïti, JMB S.A. Mr. Craan is also the President of Centre pour la Libre Entreprise et la Démocratie (CLED), the Executive Director of the Private Sector Economic Forum and a member of the Presidential Commission on Competitiveness.. Mr. Craan is also a Board Member at Sogesol, one of the largest microfinance institutions in Haiti.
Vice-President of the Board of Directors
Mr. Pierre-Marie Boisson, Vice-President is the founder and CEO of SOGESOL, a 50% subsidiary of SOGEBANK, operating essentially in the micro credit sector. Mr. Boisson is also the economic adviser of SOGEBANK. He held the position of Chief economist at SOGEBANK from 1991 to 2006, in charge of strategic planning, economic environment analysis and financial management consulting. In addition to his duties at the SOGESOL and SOGEBANK, Mr. Boisson is also a board member of SogeXpress, a subsidiary of SOGEBANK specialized in remittances and board member of the SOCIETE IMMOBILIERE ET FINANCIERE, a real estate Development Company.
He is a board member of E-POWER, a private company specialized in the production of energy. He is a member of the Economic Forum of the Private Sector, the main grouping of chambers of commerce and professional associations of the Haitian Private Sector.
Before joining GROUP SOGEBANK in 1991, Mr. Boisson conducted a mission supported by USAID where the objective was to initiate the reorganization of the Banks Professional Association (APB),. He was also part of the International Finance Corporation (IFC), member of World Bank Group, from 1988 to 1990 and was active for nine years in the Haitian public sector, including four years at the technical office of the Minister of Economy and Finance. He holds a Master in Public Administration from Harvard University, a Master of Science in Management (MSM) by Arthur D. Little’s Management Education Institute and a BS in Civil Engineering from the State University of Haiti.

After a career in engineering started in Colombia, he spent twenty years in the Haitian financial system, a position of Director of Credit of SOFIHDES than CEO of SOGEBANK Group.
Since 2000, he devoted himself to developing business as a consultant and as an investor. Heremains active in the field of public policy, including trade agreements and regional integration,advising the President of the Republic in such fields. He collaborated with his wife and friendsat an institution (IDEO) dedicated to education and leadership development of human resources.
Treasurer of the Board of Directors
With experience in the Financial planning focusing on Life insurance, he is currently the Vice President of Manufacturing for the Apaid Group, with over 12 years of experience in Manufacturing having managed facilities in the US, and the Dominican Republic. He is also a Board member at Haitian Association of Industries (ADIH).
Lesly O. Gervais
Secretary General of the Board of Directors
Mr. Lesly O. Gervais holds a degree in Marketingand Management and a Masters in Finance and Investments from the George Washington University. He completed his education with a specialization in SMEs at the Institut des Hautes Etudes Commerciales et Economiques in Port-au-Prince.
Mr. Gervais has extensive banking experience. He began his career at Citibank as a credit officer over the years to become Director of Credit Commercial and Industrial. He had to work with the Banque de l’Union Haitiennne as Executive Director and with the SOGEBANK as Director of Enterprise, Director of Special Loans and trainer in trade credit. Mr. Gervais is also treasurer of the Board of CINA, President of the CINA Foundation, Credit Consultant for la Banque de l’Union Haitienne and Financial Consultant of the Mevs corporation.

Mr. Ralph Pereira is an Associate Engineer in Computer Engineering Technology from the Citi University of New York. He also holds a Master of Science in Business Administration Leadership and Sustainability (MBALS) from the University of Cumbria (UK) at The Robert Kennedy College.
Mr. Pereira is the Chairman of The CompHaiti Group and CEO of CompHaiti S.A. an IT Solutions, Services and Equipment provider. He is also Vice-President of PHD S.A., a petroleum distribution company, Vice-President of Kimazou S.A., a Petroleum importer company and Honorary President of the CompHaiti Foundation. He also play an active role in all CompHaiti’s subsidiaries from Business Process Outsourcing (BPO), digital services, IT equipment reconditioning and to logistics.
Mr. Pereira is a Founding Member and past President of AHTIC, the Technology Association; he has been a Board Member of AMCHAM, the American Chamber of Commerce in Haiti; of CCIH, the Haitian Chamber of Commerce and Industry; of ANADIPP, the Petroleum Distributors Association, and Member of the Board of GTIC, the Haitian Presidential Commission on Information and Communication Technology (ICT). Mr. Pereira is also a member of the Consulting Council of SNI Minoterie Ltd.
Mackensen Gomez, Treasurer.
Member of the Board of Directors
Mr. Mackensen Gomez holds a a degree in Economics from the State University of Haïti, a Master in Economics from the University of Montreal, Canada and a Degree in Markets Techniques from the “Institut des Techniques de Marché” ITM, Paris, France. He provided his services to various Banking institutions in Haïti.
He serves as Technical Advisor within the Governor’s Office of the Bank of the republic d’Haïti (BRH), as a Treasury Director of Banque de l’Union Haïtienne S.A. (BUH), as Treasury Director of the Banque Intercontinental de Commerce (BIDC) and the CEO of SOGEFAC, a Subsidiary of the SOGEBANK Group, specialized in factoring and consumer Credit.
Mr. Gomez is now the Vice-President of the Chamber of Commerce and Industry (CCIO), Assistant Treasurer on the board of “Société Immobilière et Financière” (SIF), Professor of Microeconomics at the State University of Haïti and General Manager of Banque de l’Union Haïtienne S.A. (BUH).
Thony Moïse. Mr. Moïse’s career at SOFIHDES started eighteen years ago. He graduated in Administration, with a major in Accounting at the State University of Haiti (INAGHEI). He completed a 3-year post-graduate program in banking at the Centre International de Formation de la Profession Bancaire (CIFPB). He also graduated in Management, with a major in Banking, at the University of Paris I – Sorbonne, France. He completed several specialized trainings in Banking, Financial Management, Agribusiness Management and Risk Management in Haiti and abroad, namely at Santa Clara University (CA, USA), Wentworth Institute of Technology and Harvard Kennedy School (MA, USA). Mr. Moïse has successively served as Credit Officer, Senior Credit Officer, Manager of Soficonseils, our Technical Assistance division, Deputy General Manager, before being appointed as General Manager in January 2011. Mr. Moise also taught for 4 years SME finance at a University level.
Joseph Kady Louis-Charles studied in the fields of Economics and Accounting Sciences. He joined the SOFIHDES in August 1998 after having served as an Officer of Credit in a commercial bank instead. Professor for several years for business schools in Port-au-Prince, he has acquired some experience in the transmission of knowledge, which makes him a wise guide for entrepreneurs.
Ernest Bernadel is a graduate in Business Administration with specialization in Accounting Sciences from the State University of Haiti (INAGHEI). He started as head of the stock of ELMECO, and then joins the team of SOFHIDES as Assistant Accountant. Her seriousness and professionalism have earned to be promoted to ChiefAccountant in February 1995, then. Chief Financial Officer in June 2008.
Serge Richard Petit-Frère has an academic background in Administration with a specialization in SME management. Early in his career, he opted for coaching and business development projects. He has thus worked to develop several projects and operate several studies. He is also Professor at the University. He joined SOFIHDES in October 2004 after completing a Master in Entrepreneurship and Development Project at the University of Rennes in France. He started as a SME Officer, in which he worked largely on developing new products, programs and services to Small and Medium Enterprises. He completed several specialized trainings in Financial Management, and Quality Management in Haiti and abroad, namely at the Small Business Integrated Assistance Center (Taiwan), and Physikalisch-Technischen Bundesanstalt (PTB) (Germany). He became in May 2008, Director of Marketing and Quality Department.
Ipena Lucien, Director of SOFIHDES Non Financial Services has an academic background in Business Administration from the State University of Haiti: Institut National de Gestion et Haute Etude Internationale. Her area of expertise is focus on project management, strategy and development and communication. She has 10 years of experience in consulting and managing multiple projects in Haiti. She developed a solid knowledge in the field of international aid and local development, and 14 years of experience in the promotion and business development of a leading pharmaceutical laboratory in the Caribbean area. She’s been serving as Director of SOFIHDES Non Financial Services since April 2019
Astride Simmonds is a graduated in Bilingual Secretarial at EFCTEC, she completed her studies at the College of Arts, Science and Technology (CAST) in Jamaica. She has also completed an Accounting training for two years at the Craan Faculty in Port-au-Prince and various training in the field on Information Technology, Administrative Management and Human Resource Management.Ms Simmonds has successively served as Administrative Assistant to the General Manager, she was acting has the responsible of SOFIHDES Human Resources function before being formally appointed as the head of the Administration and Human Resources, in November 2013.
International Finance Corporation
SOFIHDES signed a contract with IFC, a member of the World Bank Group, to offer in Haiti of a new training program, named Business Edge, aimed at strengthening the management capacity of the owners and senior managers Small and Medium Enterprises and increase, thus their performance, competitiveness and profitability.
The two partners expect that training in management techniques positively affect the economic situation of Haiti, where small and medium enterprises focus more than 80% of the total offer of employment.
European Investment Bank
SOFIHDES has worked for over the past 15 years with the European Investment Bank. The collaboration is based on the establishment of a line of credit in favor of SOFIHDES. This helps SOFIHDES better address the financial needs of the Haitian Small and Medium Enterprises. SOFIHDES also receive from EIB, Technical Assistance support to strengthen its capabilities in a development perspective.
USAID is a SOFIHDES partner since the establishment of the institution, 28 years ago. Today, USAID puts at our disposal a guarantee fund referred to as “Development Credit Authority” (DCA) to facilitate access to finance for SMEs in Haiti.

Caribbean Development Bank
No formal partnership is signed with the CDB. However, SOFIHDES has for several years maintained very cordial relations with the CDB. Collaborations, promoting knowledge transfer are often held between the two institutions.
Also, it is important to note that for several months, the SOFIHDES has promoted among SMEs in Haiti, the technical assistance program of the CDB, called CTCS.
Sporadically, CDB, using the CTCS program, supports seminars organized by the Center for Continuing Education in Management of SOFIHDES, SOFITRAINING.
Development Innovation Group
SOFIHDES signed a loan agreement with DEVELOPMENT INNOVATION GROUP (DIG) on September 20, 2013. The funds are from from the international organization called OVERSEAS PRIVATE INVESTMENT CORPORATION (OPIC. With this collaboration, SOFIHDES has been able to market a new product called SOFIBATI dedicated to the construction sector.
But recently, a new amendment was signed allowing SOFIHDES to go beyond this area.
